Article 1 In Season Roster Size
Each football club has a roster cap. This cap has been set at 50 active players and 5 developmental squad players for each football club. This cap has been created in order to increase competition amongst all clubs and to promote the even distribution of talent. A roster cap will also reduce the risk of clubs stocking up on superstar players during the draft and throughout the season.  In an effort to ensure that all PBFFL teams have two starting quaterbacks and kickers, restrictions have been placed on these positions.  Clubs have the right to activate developmental squad players if a player on their roster has been injured and listed as out.

Article 2 Off Season Roster Size
By February 20th of each year, all PBFFL teams are required to trim their rosters down to the off-season roster size limit. This roster cap has been set at 42 active players and a maximum of 5 developmental squad players for each football club. This roster cap has been created in order to add talent to the free agent pool and to promote the even distribution of talent. After Feb 20th, due to trades, free agent acquisitions, and the rookie draft, teams may exceed the roster size required on the Feb 20th cut down date. Rosters can stay above that level with no maximum until the final cut down date prior to the start of the season, when teams return to the in-season roster size limitations.  The final roster cut down date is one week prior to the first NFL game of the season.  At this time, teams must finalize their rosters and cut players to meet the In Season roster size rule.

Article 3 Club Structure
Each football club has a specific structure. They must meet certain requirements and abide by certain restrictions.

  a) Requirements
Each football club is required to have the following:

b) Restrictions
These restrictions are only applicable throughout the regular and post-season. The following is a list of restrictions all clubs must abide by:
* all clubs must have a minimum of 21 players on the active roster
* all clubs can have no more than 50 players on the active roster
* no club can have more than 55 players in their total club roster
* no club can have less than the minimum number of players for any position.
* no club can exceed the maximum number of players for any position.
Each * constitutes as an infraction. A club found committing an infraction will be subject to a penalty. The fine for each offense will be a deduction of $50 dollars from the club's free agent budget for the next season. Related offenses are reduced to one half of the original fine amount. Repeat and recurring offences will warrant possible increased fines and possible fines for future seasons.
