Article 1 Player Definitions and Guidelines
 
Active Player
Definition: A player that is placed on the active roster of a PBFFL team.
Guideline: An active player is eligible to play in a game throughout the regular season. Active players may also participate in a playoff game (providing the club qualifies). These players cannot be later placed on the developmental squad during their tenure with their club if they exceed the statistical requirements of the developmental squad.
 
Developmental Squad
Definition: The inactive roster consisting of prospects and rookies that owners wish to develop over time.
Guideline: Prospects and rookies can be placed here for future use.  Clubs obtaining prospects or rookies from other clubs  are still eligible to place these players on the developmental squad. These players may seek offers from other clubs, and other clubs can offer to sign them while they are listed on a developmental squad.  In order for a player to qualify for the developmental squad, they can not exceed the following statistical levels:
The maximum amount of players that can be on the developmental squad is five.

80 attempts in any season.
64 carries plus receptions in any season.
20 receptions in any season.
35 receptions plus carries in any season.
9 field goals in any season.

20 tackles or 4 sacks in any season.
20 tackles or 4 sacks in any season.
30 tackles or 5 sacks in any season.
20 tackles or 3 INT’s in any season.
20 tackles or 3 INT’s in any season.
 
Free Agent
Definition: Any player not on a PBFFL roster, who is on an NFL Roster, is considered a free agent.
Guideline: Free agents are permitted to seek offers from any club. The league will schedule two free agent bidding periods during the off season. Each team will have a maximum spending allowance of $200 (not real money) to spend on acquiring free agents.
 
Inactive Player
Definition: An inactive player is one who is not listed on the active roster.
Guideline: Inactive players are ineligible to play in regular season games or post-season games. There are two categories: injured reserve and developmental squad.
 
Injured Reserve
Definition: A player who is listed on injured reserve and unable to play due to injury.
Guideline: A club can declare a player on the injured reserve list before or during the regular season or post-season as long as the player has been placed on the NFL injured reserve list. Only players who are listed on the injured reserve list of their respective club are eligible.  These players are not permitted to return anytime during the regular season or post-season.  Other clubs may obtain their services while they are listed on injured reserve through trades.  Once a player is placed on injured reserve in the NFL and PBFFL, a club may choose to activate one of its developmental squad players to compensate for the loss.
 
Rookie
Definition: A football player who has never played a game in the PBFFL.
Guideline: Having been drafted, the club has two options when dealing with his rights. A club can list him on the developmental roster for future use or place the player on the active roster. This status applies only in the year of draft. The following season, the status will either be changed to veteran or kept as a developmental player.
 
Veteran
Definition: A player who has one or more years of service in the PBFFL.
Guideline: Having played for one or more years, the club has many options when dealing with his rights. A club can trade, cut, or keep the player for as long as the club owner wishes.
