Article 1 Acquiring Players
Clubs can acquire a player through three different methods: drafting, free agent signings, or trading. The PBFFL draft is held every year in May and is the method for infusing youth into each club's roster.  A club may also choose to sign free agents during either one of the free agency periods during the off-season.  Finally, trading for players, picks, or conditional picks is another popular method for acquiring players.

Article 2 Free Agent Wish List
This occurs when more than one club has expressed interest in a free agent placed on the availability list.  Owners are required to submit a list of those players they wish to bid on during the announced free agent periods. These Free Agent Wish Lists should contain the following:
1. Positions you wish to bid on.
2. A Minimum number of spots you wish to fill per position.
3. The names of the players you wish to bid on (by position).

If you do not bid on any of the players you submitted on your Free Agent Wish List, and all other teams have bid on and filled their open spots, you will be required to take the remaining players at a particular position, provided your listed players are still available.

Example: If you decide you want to fill 2 RB spots, but there are 5 RB’s you would be willing to settle for at that position, your RB list should look like this.
Position: RB
Number to Fill: 2
Players: (5) Franco Harris, Tony Dorsett, Barry Sanders, Bo Jackson, and Marcus Allen

This means that  the only RB’s the club will be eligible to bid on will be the players on that list (in this case 5). The maximum number of Roster Spots the club can fill is 2.

Repeat this process for each position where you want to bid on players.

An example of what your entire list might look like is this:

Position: QB
Number to Fill: 1
Players: (2) Dan Marino, John Elway
(example: wants to fill 1 QB spot, willing to bid on these 2 players)

Position: WR
Number to Fill: 1
Players: (3) Steve Largent, Al Toon, Drew Pearson
(example: wants to fill 1 WR spot willing to bid on these 3 players)

Position: DT
Number to Fill: 1
Players: (4) Darwin Walker, Robert Bernard, Cletidus Hunt, Brandon Whiting
(example: wants to fill 1 DT spot willing to bid on these 4 players)

Note: If you submit 100 (or some ridiculous number) for the “Players” you are willing to bid on, you will end up with as many as you requested to fill, so be sure to only put players you really want to bid on in your list.

Once your lists are turned in (by the announced deadline), we can begin the bidding process. Bidding will take place at our leagues message board.  Bids will be made in $5.00 Increments via the PBFFL Bid Machine©.
Bidding will open on the announced date at 7:00AM CST. Each player will be open for bidding for one 24-Hour period - EXCLUDING WEEKENDS (any bids made on Friday will expire on Monday). Weekend bids are acceptable, but will be viewed as a 7:00AM Monday morning bid. That means that if you place a bid on Saturday or Sunday, the Expiration Clock won't start ticking until Monday Morning at 7:00AM). If no bids are made within the 24 hours, the players is awarded to the team with the last highest bid. If a team does make a bid within the 24 hour time limit, that players bidding is extended another 24 hours from the time of the last bid.  

Example: 9:00AM Monday morning, three teams have submitted their list at QB, and have Dan Marino on their lists. The commish will start a thread on the message board titled QB-DAN MARINO and bidding can begin. In the posted message, it will read like this.

QB-Dan Marino
Eligible to Bid: Storm, War Pigs, Gravediggaz

This means that only the Storm, War Pigs, and Gravediggaz can bid on Dan Marino, because they are the only teams to have Marino on their Free Agent Wish List.

It is important to note that bidding will not open on Marino until someone who is eligible to bid comes in and makes an offer. Once that offer is made the 24-Hour clock starts ticking. So, if Storm comes in at noon on Monday the 17th and nobody has made a bid, then he posts a $5 offer for Dan Marino, the bid will now expire on Tuesday the 18th at noon. If War Pigs then comes in and ups the bid at 7:30PM that same day, the new expiration date becomes 7:30PM on Tuesday (or 24 hours from the most recent bid). The 24 hour deadline allows you to check the bids once a day, stay in the bidding or drop, then leave. If you log on and check at the same time every day, you will be safe in knowing the bid has not expired.

Example: If I decide I am going to check every morning, I log on at 7:00AM, I check the players I want, make my bids, and leave. I know those bids are safe at least until 7:00AM tomorrow morning.

Article 4 Waiving Players
A club wishing to place a player on waivers can do so by simply informing the league commissioner of this action.  Clubs can only waive players prior to the two league cut-down dates.  Clubs may not waive players during the regular season.

Article 5 Trading Players
There are three types of player trades: a) player for player, b) player for draft pick, c) combinations.
 
 
a) Player for Player
Trades for players can be straight trades or for several players:
- quarterback for a quarterback straight trade
- quarterback for a wide receiver out of position trade
- quarterback for a quarterback and wide receiver multi-player trade
 
b) Player for Draft Pick
Trades can be made for draft picks if a club is looking towards the future:
- B. Sanders for a 2004 1st round pick single pick
- T. Dorsett for 2004 3rd and 4th round picks multiple picks
- J. Elway for D. Marino and a conditional 1st round pick conditional pick
 
c) Combinations
Any number of combinations can be made to complete a trade:
- T. Dorsett for R. Staubach and 2004 4th round pick
- J. Greene and J. Namath for D. Butkus plus a conditional 2nd round pick
- 2004 2nd round pick for 2004 2nd round pick and Franco Harris

Article 6 Conditional Draft Picks
Conditional draft picks are those picks that are relinquished upon stipulated conditions having not been met. It can be for one pick alone or multiple picks. It is up to the involved clubs to decide the terms and conditions. Conditions will be based on NFL performance. As compensation for a requirement not met, the club can only claim an agreed upon draft pick(s). In deciding upon conditions, the involved clubs cannot include another player or cash settlement as compensation. The league will freeze the draft pick(s), pending the outcome of the condition set forth by the involved clubs. A player meeting the criteria of the stipulation before the time frame allotted will permit the club to once again regain control of their draft pick from the league. The league will monitor the deadline of expiry, but will not make adjustments before the end of the season. All stipulations must be listed in detail and approved by the league before a trade can be made official. Trades are limited to conditions on one player with a maximum of two requirements to be met.

Article 7 Player Movement Verification
Having completed the transaction, the clubs involved must submit the trade to a league official for verification. All clubs involved must notify a league official to verify approval of the transaction. Upon approval and verification, the Commissioner will adjust the rosters of the participating clubs.

Article 8 Trade Deadline
The sixth week of the regular season has been designated as the deadline for all player trades.   All transactions must be completed, approved, and verified by one day prior to the first NFL game of week six at 23:00 Eastern Standard Time (11 p.m. EST). The exact date is announced at the start of each season. Trading may resume one day following the NFL Super Bowl to allow franchises the opportunity to trade players prior to the off-season cut down date.  Trading may continue throughout the off-season until the sixth week of the following regular season.

Article 9 Signing Deadline
The signing deadline is the final week of the regular season. This applies to players who are on the practice squad of other clubs, or have been waived during the pending regular season. This deadline does not apply to free agents.

Article 10 Arbitration
This is required when disagreement occurs among clubs involved in transactions. The clubs seeking arbitration will elect three neutral parties. The arbitration board will take a vote and develop a solution for all parties involved. There will be no appeal on the decisions made by the arbitration board.
