I. Money

A. Entry Fee $100

1. Payment is due by February 1st each year.  If you do not have your money paid by February 1, you will lose your first round draft pick and will have to pay a $25 dollar late fee.  This $100 dollars is for the entry fee into the league and does not include fees to run the league such as web-space, domain, software, and draft fees.  Payment will be made by check, money order, or cash.  Payments for fees will be made at the PBFFL Rookie Draft.

2. Non Payment Penalty of the Entry Fee: The penalty for not paying the entry fee by February 1st is a $50 deduction from your free agent budget. If a team does not pay by week 1 of the regular season, they will not be eligible for any post season awards (playoffs). If they don’t pay by the end of the season they are required to pay the $100 fee plus double the entry fee for the next season by January 1, or their team will be sold.

B. Free Agent Budget $200

1. Teams will have a budget of $200 dollars to acquire free agents for both free agent periods,
not each..  This is not real money. (YET)


II. Teams

A. 16 Teams will compete in 2 Conferences (AFC & NFC). The 2 conferences will be divided into 2 divisions each: (East & West).


III. Rosters

A. In-Season Roster

1. Active Roster (Max 50 Players) 4 QB’s (from only 2 NFL Teams), 6 - RB, 10 - WR/TE, 2 - K, 5 - DE, 5 - DT, 8 - LB, 5 - CB, 5 - S.

2. Developmental Squad (Max 5 Players) Any positions.

a. Developmental Squad Requirements: In order for a player to qualify for the Developmental Squad they can not exceed the following statistical levels:

  • QB - 80 attempts in a season.

  • RB - 64 carries plus receptions in a season

  • WR - 30 receptions in a season.

  • TE - 20 receptions in a season.

  • DL - 20 tackles or 4 sacks in a season.

  • LB - 30 tackles or 5 sacks in a season.

  • DB - 20 tackles or 3 INT’s in a season.


B. Off-Season Roster

1. Feb 1st Cut Down Date: Following the PBFFL Super Bowl, teams have until Feb 1st to trim their rosters down to the Off-Season Roster Size (See below).

4 QB’s (from only 2 NFL Teams), 5 - RB, 8 - WR/TE, 4 - DE, 4 - DT,  7 - LB, 4 - CB, 4 - S, Developmental Squad - 5.

2. Off-Season Roster Size: After Feb 1st, Due to trades, Free Agent acquisitions and the Rookie Draft, teams may exceed the roster size required on the Feb 1st Cut Down Date (See III.B.1). Rosters can stay above that level with no maximum until the final cut down date prior to the start of the season, when teams return to the In-Season Roster Size (See III.A).
 


IV. Roster Cut Down Dates

A. Feb 1st Cut Down Date: Rosters will be trimmed down to meet the Off-Season Roster Size requirement.

B. Final Roster Cut:
After all of the off season player acquisitions teams will be required to trim their rosters down to In-Season Roster Size (See III.A)
One Week Prior to the start of the Regular Season.


V. Player Acquisition

A. Rookie Draft:

Each year the PBFFL will conduct our annual Rookie Draft.

1. Draft Date: The draft will be held approximately 30 days following the NFL entry draft.

2. Draft Order: The draft order will be determined by the previous years standings. Lowest ranked team picks #1, next to the lowest ranked team picks #2, and so on... following the inverse order of the previous years standings. Picks 9-16 pick in order of how they faired in the post season tournament (playoffs). Those teams eliminated first are awarded higher draft picks.

3. Draft Selection: After the order has been determined, teams will pick in order 1-16 in each of the 7 rounds of the rookie draft.

4. Player Draft Eligibility: Teams may only select those players who were drafted in the NFL entry draft of that same year.

B. Trades:

Trades can be made without limit between February 1st and Week 5 of the regular season. Trades that take place between Week 1 and Week 5 of the
regular season must be submitted to the league Commissioner no later than Wednesday at Noon in order to take affect for the coming week's games.

1. Trade Committee: The League has determined to govern trades through a committee. The committee will review each and every trade to determine whether the deal is fair and if collusion is taking place. The committee will be made up of 4 owners, one from each division. After a trade is turned in to the
Commissioner, the Commissioner will select 2 of the 4 committee members who are not as directly affected by the trade (not in the same divisions as the teams making the trade) to analyze the deal. In determining whether the trade should go through or not, if there is a split decision, the Commissioner will cast the tie-breaking vote. Teams involved in the trade will be notified immediately of the Committee’s decision.

C. Free Agency:

Any player not on a PBFFL Roster - who is on an NFL Roster - is considered a Free Agent. The league will schedule two free agent bidding periods during the off season. Each team will have a maximum spending allowance of $200 (not real money) to spend on acquiring free agents.

Acquiring Players Via Free Agency

Owners are required to submit a list of those players they wish to bid on during the announced Free Agent Periods. These lists should contain the following:

1. Positions you wish to bid on.
2. A Minimum number of spots you wish to fill per position.
3. The names of the players you wish to bid on (by position).

If you do not bid on any of the players you submitted on your Free Agent Wish List, and all other teams have bid on and filled their open spots, you will be required to take the remaining players at a particular position, provided your listed players are still available.

Example: If you decide you want to fill 2 RB spots, but there are 5 RB’s you would be willing to settle for at that position, your RB list should look like this.

What this means is the only RB’s you will be eligible to bid on will be the players on your list (in this case 5). And, the maximum number of Roster Spots you can fill is 2.

Repeat this process for each position where you want to bid on players.

An example of what your entire list might look like is this:

Note: If you submit 100 (or some ridiculous number) for the “Players” you are willing to bid on, you will end up with as many as you requested to fill, so be sure to only put players you really want to bid on in your list.
 

BIDDING

Once your lists are turned in (by the announced deadline), we can begin the bidding process.  Bidding will take place at our leagues message board.  Bids will be made in $5.00 Increments via the PBFFL Bid Machine.

Bidding will open on the Announced Date at 7:00AM CST.  Each player will be open for bidding for one 24-Hour period - EXCLUDING WEEKENDS (this means that any bids made on Friday will expire on Monday.  Weekend Bids are acceptable, but will be viewed as a 7:00AM Monday Morning Bid. That means that if you place a bid on Saturday or Sunday, the Expiration Clock won't start ticking until Monday Morning at 7:00AM).  If no bids are made within the 24 hours, the players is awarded to the team with the last highest bid.  If a team does make a bid within the 24 hour time limit, that players bidding is extended another 24 hours from the time of the last bid.  

Example: 9:00AM Monday Morning three teams have submitted their list at QB and have Dan Marino on their lists.  I will start a thread on the message board titled QB-DAN MARINO and open the bidding at the minimum $5. In the posted message it will read like this.

Current Bid:  $5
Eligible to Bid: Storm, War Pigs, Gravediggaz

What this means is only the Storm, War Pigs, and Gravediggaz can bid on Dan Marino, because they are the only teams to have Marino on their Free Agent Wish List.

It is important to note that bidding will not open on Marino until someone who is Eligible to Bid comes in and makes an offer. Once that offer is made the 24-Hour clock starts ticking.  So, if Storm comes in at noon on Monday the 17th and nobody has made a bid, then he posts a $5 offer for Dan Marino, the bid will now expire on Tuesday the 18th at Noon.  If War Pigs then comes in and ups the bid at 7:30PM that same day, the new expiration date becomes 7:30PM on Tuesday (or 24 hours from the most recent bid).  The 24 hour deadline allows you to check the bids once a day, stay in the bidding or drop, then leave.  If you log on and check at the same time every day, you will be safe in knowing the bid has not expired.  Example: If I decide I am going to check every morning so I log on at 7:00AM, I check the players I want, make my bids and leave.  I know those bids are safe at least until 7:00AM  tomorrow morning.  


VI. Starting Line-Ups

A. Submission Deadlines:

Each team is required to turn in their line up each week via the Line-Up Submission page available on our Web Site. Line-Ups are due no later than 10:59AM or prior to the kick-off of the first game that week.  In the event of Thursday or Saturday games, only players playing in those early games need to be submitted.  If you fail to submit your lineup in time, you will forfeit your game that week.

B. Line-Up Requirements:

1. Offense:

a. Offense Option 1: 1-QB, 2-RB, 3-WR, 1-K

b. Offense Option 2: 1-QB, 1-RB, 4-WR, 1-K

c. Offense Option 3: 1-QB, 0-RB, 5-WR, 1-K

2. Defense:

a. Defense Option 1: 2-DT, 2-DE, 3-LB, 2-CB, 2-S

b. Defense Option 2: 1-DT, 2-DE, 4-LB, 2-CB, 2-S
* Only 1 DT may be started in a 3-4 scheme


VII. Scoring:  

Teams will acquire points for their team
each week by how the players in their starting
line-ups perform each week.
 


VIII. Regular Season Schedule:  

The regular season will consist of 13 games, 6 games within the division (playing each of the 3 other teams in the division twice), 4 conference games (playing each of the 4 teams within the conference - but in the opposite division -once) and 3 games outside the conference. The out of conference games will be determined by alternating match-ups against an entire division, every other year. (Example: If the AFC West plays its out of conference games against the NFC West, the following year the AFC West will play its out of conference games against the NFC East. Since there are only 3 out of conference games, the last place team in each division will not face the 1st place team in that division in the other conference they are matched up against that year).
 


IX. PLAYOFFS:  

Eight Teams will qualify for the Post Season Tournament. Each of the 4 Division winners automatically qualify for the Post Season. The remaining 4 playoff spots (Wild Card Spots) will be awarded to the 2 top, non division winners in each
conference.

B. Playoff Seeding:
#1 Seed in each Conference will be the division winner with the best record. #2 seed will be the Division Winner with the 2nd best record. #3 seed will be the Wild Card team with the best record. #4 Seed will be the Wild Card team with the 2nd best record.

D. Playoff Tie Breaker: In the event of a tie during a playoff game, the home team will be awarded the victory, except in the Super Bowl. In the event of a tie in the Super Bowl the winner will be determined by bench points.


X. AWARDS

Playoff Teams eliminated in the Divisional Playoff Round will be awarded $100.  If you finish 5, 6, 7, or 8, you get $100.

Playoff Teams eliminated in the Conference Championship will be awarded $200.  If you finish 3rd or 4th, you get $200.

Super Bowl Loser will be awarded $300.

Super Bowl Winner will be awarded $500.
